Do this within 30 days of becoming an Ohio resident
Ohio says you are considered a resident once you take a job, sign a lease, buy a home, or enroll children in school. Within 30 days, transfer your out-of-state driver license or ID, and separately handle vehicle title/registration if applicable.
Step 1
Choose Compliant vs Standard
Pick the Ohio Compliant Card if you want the license to work for domestic air travel and federal facilities. After May 7, 2025, a Standard Card is not enough for TSA without another acceptable ID such as a passport.
Step 2
Collect documents before going
Bring your unexpired Tennessee license plus identity, legal presence, Social Security number, and two Ohio address documents. If your name changed, bring proof connecting the names.
Step 3
Go to a Deputy Registrar
For a normal, valid out-of-state license transfer, start at a Deputy Registrar license agency. Expect a vision screening and the BMV 5745 application.

- Unexpired Tennessee driver license.
- Proof of full legal name and date of birth: passport or birth certificate is the cleanest route.
- Proof of legal presence / citizenship: passport or birth certificate usually covers this.
- Proof of Social Security number: Social Security card, W-2, 1099, or acceptable document showing SSN.
- Two Ohio street-address documents from different sources for 8753 N Stone Mill Rd, Sylvania, OH 43560.
- Name-change documents if any current document names do not match exactly.

Good residency candidates
- Mortgage, lease, deed, property-tax, homeowner-insurance, or utility statement.
- Bank, credit-card, employer, payroll, insurance, medical, school, or government mail.
- Use two different issuers if possible; Ohio explicitly wants two documents from different sources for a Compliant Card.

- Pay the license fee. Ohio’s fee page currently lists first operator license, age 21+, as $27.50 for 4-year or $54.00 for 8-year; renewal operator is $30.25 / $59.40.

If testing is required — about 25 minutes
Heatherdowns Driver Exam area
4400 / 4456 Heatherdowns Blvd, Toledo, OH 43614. For a valid Tennessee license transfer, testing should not normally be the first stop, but this area matters if Ohio requires exam-station work because of license status, CDL, endorsements, or an expired license.

Tuesday–Thursday, early
Aim for Tue–Thu, arrive at opening or around 8:30–10:00 AM. If you cannot do morning, try mid-afternoon around 2:00–4:00 PM.
Avoid
Likely crowd magnets
Avoid Saturdays, Mondays, lunch hour, after-work windows, the first/last business day of the month, and days right before/after holidays.

Edge cases
When requirements change
Expired TN license
Expired more than six months
Ohio’s renewal page says licenses expired more than six months require a temporary permit and all required testing before a new license can be issued. Call before going if the Tennessee license is not current.
CDL or endorsements
CDL has extra steps
CDL transfer can involve a driver exam station, vision screening, BMV 2159, and knowledge tests for HAZMAT or school-bus endorsements.
Vehicle move
Title and registration are separate
Driver license transfer is not the same as title/registration. If moving vehicles from Tennessee, use Ohio’s New to Ohio page plus County Clerk of Courts Title Office and BMV registration links.
